Technical Project Manager

The Technical Project Manager is a senior level position that serves as an expert to manage large-scale IT portfolio management.  Large-scale IT portfolios include multiple programs that require leadership and coordination across several functional and technical departments. Managing scope and budget for large-scale IT portfolios is considered high risk to the institution.  The Technical Project Manager supports the university’s success through service and operational excellence by providing technical and analytical guidance to the project teams and ensuring adherence to quality standards and review of project deliverables. The Technical Project Manager is responsible for overseeing and developing detailed work plans, schedules, project estimates, resource plans, and status reports, conducting risk analysis, and monitoring the progress of plans against project milestones and budgets. This role possesses in-depth project management experience, specialized in all phases of projects and implementations, and a solid understanding of IT systems and capabilities.

  • Manage large-scale IT portfolios by reviewing, monitoring, and revising program plans, which include roadmaps, dependency analysis and identification, and resource plans.
  • Engage stakeholders at all levels to plan and forecast strategic programs and large tactical projects that are aligned with UF’s priorities and needs.
  • As needed, act on behalf of UF executive leadership to manage and mentor cross-functional teams of experienced professionals across functional and technical departments.
  • Ensure that information concerning the IT portfolio (e.g., deliverables, risks, issues) passes to and from internal teams, stakeholders, and middle/executive management.
  • Works with UF executive leadership to improve the consistency, predictability, and efficiency of delivering large-scale IT portfolios in scope, on time, and on budget.
  • Leads the effort to identify and procure a third-party vendor to serve in the Independent Verification and validation (IV&V) role for large-scale IT portfolios. Coordinates and manages all activities with the IV&V and UF teams.
  • Serves as a resource for the large-scale IT portfolio Organizational Change Management (OCM) to facilitate meetings with middle and executive management, as needed, across the UF organization. Supports the OCM strategy and framework to help UF leadership set vision and goals and manage the organizational change that will impact university departments and colleges.

Education and Experience

A master’s degree and six years of appropriate experience, or a bachelor’s degree and 10 years of relevant experience.

This position may lead team activities and/or supervise members of the IT project teams at the discretion of UF leadership.
